Overview

The Story County Façade Improvement Grant Program aims to enhance the aesthetic quality and economic vitality of small town business districts within Story County, Iowa. By stimulating private investments in façade improvements, the program contributes to community revitalization and regional economic growth.

Eligibility

• Allowable Awards:

o One-time reimbursement grant up to 20% or maximum $10,000 towards total project costs.

o City must match funds equal to or greater than County’s contribution, either in direct funds or in-kind.

• Annual Budget:

o Story County allocates $10,000 annually, beginning July 1st, with funding contingent on availability.

• Eligible Applicants:

o City governments collaborating with private commercial businesses in communities under 2,000 residents (per 2020 US Census).

o Eligible businesses must be legally established and licensed in Iowa, complying with all relevant codes.

Ineligible

• Properties ineligible include primarily residential structures, religious institutions, and tax delinquent properties.

• Projects already underway prior to County approval are ineligible for funding.

Eligible Improvements

• Exterior improvements visible from public right-of-way, excluding code violations or insurance-covered repairs.

• Projects must enhance structural or cosmetic conditions, aligned with local building codes and zoning regulations.

Preferences*

Preference given to projects:

o Located in central business districts (e.g., Main Street).

o Leveraging private investment exceeding required matching amount.

o Designed by licensed architects.

o Involving historic structures, adhering to Secretary of Interior’s Standards for Rehabilitation.

Application Process

• Routing:

o City acts as applicant, coordinating with eligible businesses and property owners.

o Applications submitted to city for initial review and matching fund determination, then forwarded to County.

• Deadlines:

o Applications accepted throughout the year but subject to approval by Board of Supervisors before work commences.

o Projects expected to complete within 12 months; reimbursement based on actual project costs.
