San Bernardino County: COVID-19 Microbusiness Relief Grant
Ampac Business Capital
Overview
Under the RivCo Small Business Thrive Program, part of the American Rescue Plan Act (ARPA) Economic Recovery initiative, eligible business owners and aspiring entrepreneurs in the county can receive grants and microloans to start or expand businesses.
Grants
• Amount: $1,500 to $5,000
• Purpose: Start new businesses or expand existing ones
• Eligibility Criteria:
o Completion of small business training program
o Participation in one-on-one consultations by OCIE SBDC
o Attendance of Financial Literacy webinar by AmPac Business Capital
Microloans
• Amount: Up to $50,000
• Target: Small businesses with fewer than five employees
• Interest Rate: 6.5%
• Term: 5 years
• Payment: No payments for the first 6 months
• Fees: Financed into the loan
Required Documentation
• Payroll records showing existing payroll
• Certification of accuracy of presented information
• Most recent year's business and personal tax returns
• 2019 financial statements (balance sheet/income statement)
• Statement demonstrating COVID-19 impact (checklist provided)
• Proof of 25% or more profit loss due to COVID-19 from January 31, 2020, to the application date
• Business owner meets income limit (80% Median Income)

• 2 persons/household: $48,200

Outdoor Recreation Trails+ Grant
New Mexico Outdoor Recreation Division (Ord)
Overview
Access to the outdoors should be low-cost and ubiquitous for all New Mexicans. The Outdoor Recreation Trails+ grant program supports projects enhancing community outdoor recreation opportunities, including trails, river parks, wildlife viewing areas, and more. These projects contribute to economic development, quality of life, and tourism by improving access to outdoor spaces.
Application Cycle
Open on a rolling basis from July 1, 2023.
Closing: December or when funds are expended.
Matching Funds
1:1 match for urban applicants.
2:1 match for rural and Tribal community applicants (in-kind or cash accepted).
Eligible Applicants
Tier 1 (Local Projects): Tribes, Pueblos, Nations, Municipalities, Counties, Nonprofits, Public preschools/schools/districts, Colleges/Universities, Soil and water conservation districts, Acequia and land grant associations.
Tier 2 (Regional Projects): Same as Tier 1, excluding Nonprofits.
Project Criteria
Tier 1: Must benefit the local community, be open for public use.
Tier 2: Must benefit the whole region, demonstrate public value.

Finksburg Facade Improvement Program (FIP)
Carroll County Government - Department Of Planning
Overview
The Facade Improvement Program (FIP), funded through the Maryland Department of Housing and Community Development’s Community Legacy Program and administered by Carroll County Government's Department of Planning, provides matching grant funds to enhance the appearance of building facades and signage in Finksburg, Maryland. The program aims to stimulate renovation efforts, improve the aesthetic appeal of the Finksburg Corridor, and support economic vitality through community-based revitalization.
Focus Areas
The program supports:
• Renovation of building facades and signage.
• Enhancement of the visual appeal of commercial and industrial areas.
• Private investment leveraging to make revitalization efforts feasible.
• Preservation and enhancement of economic vitality within commercial services.
Eligibility
Eligible applicants include:
• Commercial or industrial zoned properties within the Finksburg Designated Sustainable Community.
• Properties that front MD 140 or are adjacent to a property that fronts MD 140.
• Property owners and building/business owners or tenants (with authorization from the property owner).
Ineligibility
• Properties not located within the designated Finksburg Sustainable Community or not fronting MD 140.
• Projects completed before grant approval.
• Projects not meeting the eligibility criteria outlined in the application guidelines.
Preferences**
• Projects visible from MD 140.
• Projects incorporating greening or landscaping improvements eligible for up to 100% reimbursement of owner's investment.
Application Process
• Applications are accepted on a rolling basis, subject to available funding.
• Projects must not have commenced before grant approval.
• This is a reimbursement program; expenses incurred are eligible for reimbursement.
• Applicants are encouraged to meet with the Program Administrator before submission.
Costs Eligible for Reimbursement
Eligible project costs may include, but are not limited to:
• Awning, lighting, siding, and hardscaping improvements.
• Masonry repair, repainting, and exterior beautification.
• Door and window repair or replacement.
• Removal of outdated signage or exterior finishes.
• Curb appeal enhancements, including pressure washing and landscaping.
• Painting, cleaning, or paint removal on exteriors.
Non-Reimbursable Costs
• Expenses incurred before grant approval.
• Non-compliant project expenses.
• Costs not directly related to facade or signage improvements.

Story County Façade Improvement Grant Program
Story County
Overview
The Story County Façade Improvement Grant Program aims to enhance the aesthetic quality and economic vitality of small town business districts within Story County, Iowa. By stimulating private investments in façade improvements, the program contributes to community revitalization and regional economic growth.
Eligibility
• Allowable Awards:
o One-time reimbursement grant up to 20% or maximum $10,000 towards total project costs.
o City must match funds equal to or greater than County’s contribution, either in direct funds or in-kind.
• Annual Budget:
o Story County allocates $10,000 annually, beginning July 1st, with funding contingent on availability.
• Eligible Applicants:
o City governments collaborating with private commercial businesses in communities under 2,000 residents (per 2020 US Census).
o Eligible businesses must be legally established and licensed in Iowa, complying with all relevant codes.
Ineligible
• Properties ineligible include primarily residential structures, religious institutions, and tax delinquent properties.
• Projects already underway prior to County approval are ineligible for funding.
Eligible Improvements
• Exterior improvements visible from public right-of-way, excluding code violations or insurance-covered repairs.
• Projects must enhance structural or cosmetic conditions, aligned with local building codes and zoning regulations.
Preferences*
Preference given to projects:
o Located in central business districts (e.g., Main Street).
o Leveraging private investment exceeding required matching amount.
o Designed by licensed architects.
o Involving historic structures, adhering to Secretary of Interior’s Standards for Rehabilitation.
Application Process
• Routing:
o City acts as applicant, coordinating with eligible businesses and property owners.
o Applications submitted to city for initial review and matching fund determination, then forwarded to County.
• Deadlines:
o Applications accepted throughout the year but subject to approval by Board of Supervisors before work commences.
o Projects expected to complete within 12 months; reimbursement based on actual project costs.

Discretionary Incentive Fund
City Of Williamsburg
Overview
The Williamsburg Economic Development Authority (EDA) provides financial incentives to Virginia businesses in Williamsburg, aimed at fostering economic growth, expanding the tax base, and creating quality jobs. These incentives include gap funding, loans, and grants, contingent upon meeting specific criteria.

Eligibility
To qualify for incentives, projects must:
• Demonstrate clear public purpose and economic benefit aligned with City goals
• Prove the project would not proceed without offered incentives
• Show financial stability and ability to complete the project
• Project a positive local tax impact over five years exceeding incentive value
• Belong to targeted industries defined by EDA, including Distilling/Brewing, Health/Medical Related, Corporate Headquarters, etc.
Ineligibility
Projects not meeting majority eligibility criteria will not be considered for incentives.
Preferences
Preference may be given to projects that:
• Serve as catalysts for additional development
• Align with targeted industries
Recapture Agreement
Recipients must execute a recapture agreement based on project performance (e.g., operational duration, jobs created, tax revenue). Incentives over $100,000 require Williamsburg City Council approval.

Guam Commercial Farmers Grant Program (CFGP)

Overview
The Guam Farm Recovery Grants offer up to $15,000 to support local farms and individual farmers in overcoming challenges brought on by the COVID-19 pandemic. This funding initiative aims to strengthen Guam's agricultural resilience, focusing on aquaculture and agriculture sectors. Eligibility
To qualify for these grants, applicants must:
• Hold a current bona fide farmer's certification from the Guam Department of Agriculture
• Demonstrate at least $10,000 in commercial sales for 2019, 2020, or 2021
Ineligibility
• Non-farm businesses
• Applicants without a valid bona fide farmer's certification
• Those unable to demonstrate the minimum commercial sales requirement
